It sounds like you're on the right track here. It's kind of hard to tell from your images since I can't see the final destination hop. That said, the 2nd hop could either be your modem or it could be the first hop in the ISP's network.

If you're consistently getting packet loss that starts at hop #2 and goes all the way through the route then it could be your ISP and I would ask them to come and check it out. If they send someone out ask them what that private IP is at hop #2 and see what they say.
