It is *really* tough to tell what is going on here without more information. Text files are pretty difficult to read without the trace graphs accompanying them.

I do see the high packet loss at hop 1, but this is actually nothing to worry about, as it doesn't carry through any further down the trace. Some routers just don't respond very well to ICMP requests - and they show up as packet loss. We talk more about this here:

You also have a couple of intermediate hops with 100% packet loss, but again, this doesn't carry through to the final destination, so this is ok as well. Here is a document with more on that:

With the high latency, it *could* possibly be an indication of bandwidth saturation (but again, it is really tough to tell here).
