Ok, lets say i setup a alert, with 1 target setup, and hit OK...how do i get the alert system to start monitoring that ip i setup as a target? or does it work instantly (as soon as i setup a alert condition, does it start working)

nothing anywhere actually tells you how to get the alerts setup and running, it just tells you how to configure the system
