Another one of your datasets offered another interesting idea, too. This packet-loss could be time based. Notice how the packet loss seems to be worse around 11:00pm. It's a bit odd how late the bad packet loss runs (5am), but this looks like it could be a time-based problem, which might be a clue of some kind. Bandwidth saturation is often time-based, and maybe you're seeing some kind of bandwidth saturation.
