PingPlotter uses any response it gets from a host that says it is the final destination - whether that be a ICMP TTL Expired or a ICMP Echo reply. Because there is some host that's saying it's the final destination, PingPlotter believes it. This sounds like a router pretty close to you (since it has a 2ms latency). Is that router under your control? Can you offer any details about it? Is this *normal*, a bug in the router bios, or is it a configuration issue with that router?
