I'm getting this message at the top of both pingplotter and multiping, and I'm thinking that that means my ISP (Cox Cable in Northern VA) has blocked these tools even though I can do a "ping www.nessoft.com" from a command prompt.

Is there anything I can do besides trying to contact my ISP support? Both products are the current versions.

Hi, Terry.

We cover this topic to some extent in this knowledgebase article:

http://www.nessoft.com/kb/27

Since we already heard back from you in email, we'll let everyone else know that this problem was related to ZoneAlarm blocking network traffic for PingPlotter and MultiPing. Allowing network access by those tools fixed the problem.
