Pete, thanks for the comprehensive set of possibilities!

Following your checklist, I found that PP did work when I switched to dial-up, and then I subsequently found that by hard-assigning the main system a new IP address (within the range of the LAN), both PP and Ping work fine.

So it would seem to be some oddity within the router that isn't fixed by power-cycling the router or by explicitly reserving the "odd" IP address on the LAN. I'll explore the apparent router issue further.
