I took a look at the data you provided and upon closer investigation, it seems to me that this is a hop #1 issue, however I am not seeing any clear indicators that this is bandwidth saturation on your local network.

If you haven't already, I suggest restarting your router to see if that changes your results in any way. If that doesn't change anything the next step would be to connect to your router via ethernet cable (if you aren't already) to help rule out any wireless interference. It would also be a good idea to ensure your router firmware is up to date and give it a factory reset before looking into replacing your router if none of the previous suggestions fix this issue.
