I took a look at the data you sent, and it does look like your router might be dropping packets. A way to verify this is to issue a trace directly to 2600:8800:147f:ffff::1111 and to see if there are dropped packets in that as well - but I am willing to bet there will be.

It sounds like you've already wired in, and this has been isolated from being a WiFi issue. If the issues persist when you're wired in, there's likely an issue with the router hardware or software - you may want to give it a reboot, and then a factory reset if the reboot didn't help. Factory resets can help if there are settings that are out of whack - it just gives you a "fresh" look to make sure you've done everything possible before buying a new router. If it still hasn't cleared up - you may need some new equipment.
