Looks like a routing loop, alright. This can sometimes happen when you try to trace to a target that is unreachable. Other times, it's a temporary problem that goes away.

Routing loops can happen when a network changes (kind of like Deja-vu happens when "they" change the Matrix). If a router gets confused about how to get data to a target, then it might route data back to something that routes the data back to the router, endlessly.

Usually, these things clear up on their own. If not, you can try and contact your ISP for help - or possibly the provider on the other side.
