As a follow up to my earlier posts, it looks like my problem has been resolved. The attached plot shows quite clearly the "before" and "after" conditions. Before the problem was corrected Nessoft pages were taking 20 seconds or more to download and afterwards they were loading in under a second. The cable technician said there were issues in my node area involving "load balancing" and equalizing the lines.

When I showed the technician my PingPlotter graphs he said, "Wow! I wish we had something like that!" He proceeded to call his fellow technicians and tell them about what he had seen.
