We don't have PC_CILLIN 2003 installed here, so I can't comment on this exactly, but I can give you some suggestions on this.

You probably do have some kind of firewall software installed that's blocking ICMP echo requests. It's possible that the PC_CILLIN you installed might have this built in - but you'll probably want to check your installed product or Trend Micro support to see what they have to say.

If you can identify which firewall software you're running, you'll want to make sure you don't have outgoing ICMP echo requests blocked, or incoming ICMP echo replies.

To contact a vendor about support, you'll probably want to talk about the command line utilities "PING" and "TRACERT" rather than Ping Plotter - as both of those use the same protocols that Ping Plotter does, but they are installed on pretty much every computer, so most support centers know about this. You should check to make sure these utilities don't work on your PC - as it may be that your firewall is filtering specific applications - and is allowing PING or TRACERT, but not Ping Plotter.

That's about all the advice I can give you at this point. I don't have any "precise information" about how to solve this problem because I don't know exactly what's causing it. Hopefully, the tips above will point you in the right direction.

- Pete

ICMP doesn't use specific ports, although it does use types. Here's an interesting tidbit that explains this a bit - particularily with respect to firewalls.

Outging, we use Echo requests (type 8). Incoming, we use Time exceeded in Transit (type 11), Destination Unreachable (Type 3), and Echo Reply (Type 0).
