Intermittent packet loss.

Have been having this issue for about 6 months and has progressively gotten worse to the point its unbearable. Have replaced Cables, Modem and ISP says the line is fine. Network is Australian NBN HFC connected through Ethernet.

This issue is across the entire network and not one device.

Could anyone please give me some troubleshooting tips. Is there a way to find out if this issue is actually within my network or ISP? https://share.pingplotter.com/M13tbWJL32K

From what I can see in the PingPlotter data you attached it looks like this packet loss is originating at the second hop in the route which appears to be your ISP. You can infer this because the packet loss shown at the second hop carries through the rest of the hops on the route to the destination.

I feel like i'm running around in circles with my ISP, does anyone have suggestions helping them troubleshoot?
