From your screenshot, it doesn't look like there is any significant packet loss showing beyond hop 1 (there is a bit on hop 2 but it doesn't carry through). This most likely means that your router or modem is just not configured to respond to ICMP requests. Here is an article with more details:

This isn't something that you likely need to worry about but if you are curious you could try a different packet type and see if it will respond to that (Edit -> Options -> Default settings -> Engine -> Packet Type -> TCP Packets).
