Advice on whether this shows a bad ADSL line?

Hello

I have been using Pingplotter for a few days as I suspected a bad broadband line. I have found that there are spikes of latency up to 600ms and also red spikes of up to 20% packet loss at regular intervals. Is this normal?

I would like to post a picture of my graphs but I am unclear how to do so.
