I took a look through the screenshots you provided and I agree that this issue appears to start outside of your home network as your router results in the last screenshot look great based on what I can see.
Due to the nature of a screenshot it is harder to say with confidence exactly where your latency issue starts but I would guess somewhere between hops 2 and 4 which should
be your ISP by the looks of it.
