Trying to pinpoint an problem im having with a dropped line. There is currently an argument between the phone company and the ISP... but ive noticed this error message being displayed in PP just b4 the connex drops... any ideas if it could shed some light on the issue?

This error is being reported back by the operating system. If you're seeing this before each error period, then I'd look at the device that your computer is hooked to (Cable Modem? DSL Modem? Other similar device?) and see what's going on with that. We see these errors sometimes when the NIC card in the computer is being reset - and that might happen because the router / modem you're connected to is cycling power or reseting somehow.

If you're not sure what to do from here, let us know what device you're connected to.
